President Rutherford Hayes was the 19th President of the USA from 1877 to 1881. His 4th State of the Union Address was given in 1880. In it he discusses Civil Service Reforms, especially the idea of entry to positions by public examination in the pursuit of meritocracy. He also talks about relations with other countries.
